David Tierney
Principal

David is a founding partner of PSG Tax Credits Group and brings 20 years of executive experience as a tax credit consultant and director of large market economic development organizations. He is considered an expert in the California Enterprise Zone program. In addition to managing his statewide consulting practice, David serves as president of the enterprise zone industry's lobbying coalition in Sacramento.

David has served as a partner with Professional Solutions Group LLC since 2006 and previously founded a private consulting practice in 1999. His clients have ranged from Fortune 500 companies to privately held entities in the hospitality, manufacturing, engineering, advertising, restaurant, automotive and other diverse industries. Over the years, David and his team have secured more than $100 million in tax credits for their corporate clients.

Prior to starting his own practice, David was a business incentive consultant with KPMG in San Francisco. In that capacity, he managed site location studies and incentive negotiations on behalf of the firm's large corporate clients. Prior to that, David spent six years as a director of economic development organizations in Los Angeles and San Francisco, helping hundreds of businesses access a variety of tax and financial incentives available to them.

David received his bachelor's degree in political science from the University of California, Berkeley, and his master's degree in public policy from the University of Southern California. He is proud of his small town roots in the Sierra mountains, and currently resides in El Dorado Hills with his beautiful wife and daughters. Family weekends are filled with golf, tennis, swimming and cheering on his alma mater Cal football team. Go Bears!
